Ayushman Bharat Scheme - National Health Protection Scheme (AB-NHPS) is a program launched by the Indian govt. With the purpose of providing service to create a healthy, capable and content new India. The scheme is running a  pilot project in Uttar Pradesh. and was announced by PM Narendra Modi in the independence day of this year 2018. The scheme will be started on a pilot basis in some states.

The scheme serves purposes like:-

  1. To create a medium of a healthy environment and wellness infrastructure throughout the nation to promote comprehensive primary healthcare services.
  2. To provide insurance   policy to about 40 per cent of India’s population who are lack of secondary and tertiary care services.
  3. Cashless treatment at the public/private healthcare providers.
  4. Easily carried across India at all empanelled healthcare providers.
  5. AYUSH (Alternative Medicine Systems other than Allopathic) is covered.
  6. Secondary and tertiary care hospitalization treatments are also covered.
  7. Fixed transportation allowances to be paid from place of residence to the hospital.

For this project, Indu Bhusan is appointed as Chief Executive Officer (CEO). This flagship scheme aims to provide annual healthcare insurance of up to 5 Lakh to unsafe 10 crore families (it is 40% of India’s population equal to 50 crore peoples) based on the database of Socio-Economic and Caste Census.

The scheme is targeted at poor, backward rural families and urban workers of occupational group with coverage of 5 lakh rupees per family. The scheme will continue the present Rashtriya Swasthya Bima Yojana (RSBY) which was launched in the year 2008 by the UPA government. It will be digital i.e cashless and paperless in the government hospitals while enlisting at private hospitals.

Before the launching of this scheme, RSBY was the only scheme in India launched on basis of Pan India with the aim of Universal Health Coverage to protect poor Indian households from the risk of the financial crisis which emerges from the hospitalization expenses. By September 2016, more than 41 million families have enrolled in Rashtriya Swasthya Bima Yojana.

Under this scheme, beneficiaries will be receiving Ayushman Bharat Family Health Card. The backbone of this scheme is Healthcare Providers, state governments and insurance companies. Without the support of them, the execution of this scheme would not be possible.

AB-NHPM is an entitlement based scheme which decides on the base of deficiency criteria in the SEC database. The beneficiaries are categorised on the base of deficiency in groups like D1, D2, D3, D4, D5 and D7 on the database of SECC of rural areas. In the urban area, there will be 11 criteria of occupation which will determine entitlement. Moreover, Rashtriya Swasthya Bima Yojana (RSBY) holders in states are also taken where it is active.

Category for the rural area:

The scheme works differently for the rural families. Here are the categories for taking the benefit of Ayushman Scheme:

a.  The families having only one room with kuchha walls and kuchha roof.
b. Families who do not have any adult member from the age of 16 years to 59 years.
c. When the house in under woman with no male adult member from the age of 16 years to 59 years.
d. Member of the family is disabled and there is no bodily able member in the family.
e. SC/ST households
f. There is landless households who earn their major income from manual labour.
g. Households without shelter
h. Destitute and living on alms
i. One who belongs to manual scavenger family.
j. Primitive tribal group and legally bonded labour.

Category for urban people:

11 occupational categories are mentioned under this scheme. The main source of income related to the household in urban areas:

Beggars, Rag-pickers, domestic workers, street vendors, cobblers, hawkers, construction workers, plumbers, masons,  , painters, helpers, artisans, sweepers, waiters, peons, mechanics, cart and rickshaw pullers etc.

The benefit holders will not have to pay any amount or any kind of charges for the hospitalisation expenses. Each of empanelled hospitals will have “Ayushman Mitra” to guide patients and manage with benefit holders and the hospital. They will open a desk, will check the documents to verify the eligibility and enrollment to the scheme. They will be provided QR codes for identification and to verify the eligibility to avail the scheme.
