Maryland State Police Prince Frederick Barrack DUI's, Arrests & Missing Person

PRINCE FREDERICK, Md. - The below incidents, investigations, and arrests are, in part, demonstrative of the Prince Frederick Barrack’s effort to ensure that Calvert County is a safe place to live, work, and visit.  

Hit and Run Collision -  On November 27, 2020, TFC Costello responded to 559 Solomons Island Rd., Prince Frederick, Maryland, for a reported hit and run collision.  The victim and witnesses informed TFC Costello that an RV collided with the victim’s vehicle, causing it to become disabled and then fled the scene without stopping.  During the investigation, it was discovered that the RV was parked nearby in parking lot of the Prince Frederick WalMart.  Contact was made the operator of the vehicle, who witnesses verified was the operator at the time of the collision.  As a result, Brianna Nikkole Merriman, DOB: 07/31/1987, was arrested for leaving the scene of a collision and transported to CCDC without incident. 

CDS: Possession w/ Intent to Distribute - Marijuana – On November 28, 2020, TFC Marsch conducted a traffic stop on a green Toyota pickup truck bearing Maryland registration 7EE4873. The vehicle was stopped for displaying expired tags. TFC Marsch made contact with the driver, and sole occupant, Robert James Williams, black, male, DOB: 02/29/72. A probable cause search was conducted and revealed eleven (11) individually wrapped baggies of Marijuana in the vehicle.  The total weight is estimated to be approximately 70 grams of Marijuana. A search of Williams' person revealed approximately $2000.00 cash in several of his pockets. Williams was placed under arrest for PWID- CDS Marijuana and transported to CCDC. 

Stolen Vehicle Registration – On December 1, 2020, TFC Marsch stopped a vehicle for traffic violations in the area of Ball Road and Route 4, in Saint Leonard, Maryland.  A probable cause search was conducted. The search revealed CDS-Marijuana less than 10 grams. A check through NCIC revealed the rear registration plate on the vehicle was confirmed stolen through Montgomery Police Department.  The driver, Carlos Andre Lipsey, DOB: 06/19/97, was placed under arrest for Possession of the stolen tag and incarcerated at CCDC.

Disorderly Conduct – On December 2, 2020, TFC Backus responded to Dowell Road and S/B Route 4, Dowell, Maryland for a reported disorderly subject on a Calvert County Public Transportation bus.  TFC Backus made contact with the complainant and driver.  While trying to ascertain what was going on, TFC Backus was approached and interrupted several times by a passenger on the bus, later identified as Melvin Lee Mackall, DOB: 03/07/1959.  Mackall appeared intoxicated and continued interfering with the investigation.  TFC Backus ordered Mackall to turn around and place his hands behind his back for disorderly conduct.  Mackall refused and a brief struggle ensued.  TFC Backus was able to gain compliance and Mackall was placed under arrest for Disorderly Conduct and incarcerated at CCDC.

Missing Person – On December 10, 2020, Mary Gay Dobson responded to the Barrack and reported that she had not been able to contact her daughter in the last two days. Dobson feared her daughter was missing or being abused.  Her daughter, Tara Lee Newman, a white female, DOB 08/24/1984, is homeless and has no fixed address in Baltimore City Maryland. Baltimore City Police Department was contacted and advised of the incident. Initial searches and patrol checks for Newman yielded no results. All phone calls to Newman’s phone were channeled to voicemail.  Newman’s phone could not be pinged. All initial attempts to locate Newman have yielded negative results. Dobson subsequently contacted the barrack again and advised she received a text from Newman’s phone advising Newman was ok but Dobson when called the number, there was no response. This incident is currently being handled as a Missing Person incident in liaison with Baltimore City PD.
