On October 14, at 11:40 p.m., Ryan Anthony Moynihan, 24 of Lexington Park, was arrested by TFC E. M. Evans for possession of marijuana. 

Moynihan was operating a gray Toyota Camry when he was stopped on south bound Three Notch Road at Old Rolling Road in California for an equipment violation.  Upon contact with Moynihan a strong odor of burnt marijuana was detected emitting from the vehicle. 

Moynihan was found to be in possession of a CDS smoking device with marijuana.  He was taken into custody and transported to the St. Mary’s County Detention Center where he was held pending a bond review with the District Court Commissioner.
