Creep Uses Cell Phone to Look Up Woman's Dress

Charles County Sheriff’s detectives recently charged Oscar David Abcara, 32 of Waldorf, in connection with an incident that occurred on August 7 at Target on Shining Willow Way in La Plata.

The victim reported she was standing in line at the register when the suspect – who was standing behind her – brushed up against her leg. The victim turned around and believed the suspect had just attempted to take a photo of her, under her dress, with his cell phone.  The victim asked the suspect if he took a photo, but he denied it.  She took the phone from the suspect but didn't see any photos of herself and gave the phone back. 

The victim reported the incident later and relayed the suspect was wearing a UPS uniform. Detectives conducted an investigation and subsequently identified the suspect. Additional information was obtained and on Sept. 15, the suspect was arrested and charged with visual surveillance with prurient intent. Although no other pictures were found, detectives believe the suspect may have taken photos of other woman. Detective K. Selkirk is investigating.
