Owings Collision Turns Fatal

UPDATE: On Aug. 31  at 8:47 a.m., Trooper Lewis of the Maryland State Police Prince Frederick Barrack responded to a motor vehicle collision on eastbound Mt. Harmony Rd at Rue Court in Owings. 

Preliminary investigation revealed that Brian James Mackall, 19 of Owings, MD was driving a 1996 Chevrolet S-10 truck east on Mt. Harmony Road near Rue Court.  Mackall’s vehicle crossed the double yellow centerline into westbound traffic and struck another vehicle head-on.  The second vehicle was a 1998 Lincoln Continental operated by Phillip Alexander Sullivan, 81 of North Beach.  The passenger in the Lincoln was identified as Louise Adele Sullivan, 78 of North Beach. 


Brian Mackall was transported by ambulance to Prince George’s Hospital.  Phillip Sullivan and Louise Sullivan were transported by Maryland State Police Medevac helicopter to Prince George’s Hospital. 

Phillip Sullivan died from his injuries.

Preliminary investigation revealed that Brian James Mackall of Owings, was driving a 1996 Chevrolet S-10 pick up truck eastbound on Mt. Harmony Road near Rue Ct.  For an unknown reason, Mackall’s vehicle crossed the double yellow centerline into westbound traffic and struck another vehicle head-on.  The second vehicle was identified as a 1998 Lincoln Continental operated by Phillip Alexander Sullivan of North Beach.   The passenger in the Lincoln was identified as Louise Adele Sullivan, also of North Beach. 

The collision is still under investigation.

The occupants of the Lincoln were transported by MSP Medevac helicopter to Prince George’s Hospital.  The operator of the Chevrolet was transported by ambulance to Prince George’s Hospital.


At approximately 9 a.m. on Monday, August 31, the North Beach and Dunkirk Volunteer Fire Departments and Rescue Squads had a report of an auto accident on East Mt. Harmony Road in Owings. Huntingtown Squad was also dispatched on call.

As Chief 5 arrived on scene, he found a head-on collision with entrapment of two patients in one vehicle.
One patient was removed and transported by ambulance from Dunkirk to the hospital and the other two patients once freed from the entrapment by Rescue Squad 1 from North Beach and Squad 6 from Huntingtown were transported to a landing zone by ambulances from North Beach and Huntingtown.

The State helicopter transported the two patients to PG Shock Trauma Hospital. The accident is under investigation.
