On July 20, at 1:56 p.m., Francis Matthew Carter, 45 of Lexington Park, was arrested by TFC F. V. Dolinger on a Circuit Court Grand Jury Indictment for second-degree rape. 

Carter was taken into custody and transported to the St. Mary’s County Detention Center where he was held pending a bond review with the District Court Commissioner.
