Craigslist Sex Scheme Busted by BCI Vice Narcotics

On December 12, 2008 Bureau of Criminal Investigation Criminal Detectives responded to a call of a Robbery in a Lexington Park neighborhood. A male subject had responded to St. Mary’s County from Bowie for an arranged meeting made through an on online service of sex for money.

Once he arrived, he was escorted by the female into the apartment where he was beaten and robbed. That information was passed on to other divisions throughout the Sheriff’s Office during the COMPSTAT process. It was at that time that the Vice Narcotics Division began an investigation.

During the month of March the BCI Vice Narcotics Division conducted a Prostitution Operation while making dates through the “Craigslist” website. Six people were arrested in the first phase. During the past week Vice Narcotics Detectives conducted the second round of the operation. The following arrests were made.

Undercover detectives began a conversation with a subject through “Craigslist” in regards to sexual activity and possibly meeting. The conversation changed considerably when the Suspect began inquiring as to what access the undercover detective had to “young boys”. The suspect requested sex with the undercover detectives’ fictitious male nephew who was believed to be 11 years of age.

Scott Gerald Hunter

A meeting location and time was established and the Suspect, Scott Gerald Hunter, 44. Lusby arrived and was arrested. Detectives briefed State’s Attorney Richard D. Fritz and Suspect Hunter was charged with Attempted Second Degree Sexual Offense, a felony and Attempted Perverted Practice, a misdemeanor. Additional charges are pending presentation to the St. Mary’s County Grand Jury. Suspect Hunter is being held on $25,000 cash bond at this time.  

Richard Scott Jr., 27, Lexington Park, began corresponding with undercover detectives through the same website and was trying to pay for sex. Suspect Scott agreed to pay $40.00 and a laptop computer valued at $500.00 for specific sex acts. Suspect Scott arrived and met with an undercover officer. He turned over the previously agreed upon money and computer and was arrested without incident.

Kimberly Graf Stowe, 48, Baltimore, was arrested after she arrived at a predetermined hotel and agreed to perform sex acts for money. The encounter was arranged through the same website. She was arrested without incident and charged with Prostitution.
