Man Charged with Sexual Assault after Solicitating Woman Using Online Web Sites

The Charles County Sheriff’s Office has arrested Kelvin Cousar, 36 of District Heights, in connection with sexually assaulting a woman whom he met using an online Web site. Detectives believe the suspect may be responsible for other assaults that may not have been reported and are urging victims to contact police if they have additional information.

The circumstances of the assault are as follows: 

On April 12, the suspect answered an online ad the victim posted offering massage services. They agreed to meet at the Master Suites Hotel located at 2228 Old Washington Road in Waldorf. After the initial encounter inside the room, the suspect pulled a handgun and forced the victim to perform sexual acts, threatening to harm her if she did not cooperate. After the assault, the suspect left and the victim called police.

During their investigation, Charles County detectives linked the case to a similar assault that occurred in Prince George’s County and developed additional information that led to the suspect’s identity. On May 1, Charles County Sheriff’s detectives arrested the suspect and charged him with first-degree sex offense, third-degree sex offense, armed robbery, firs –degree assault, reckless endangerment and concealing a deadly weapon. He was remanded to the Charles County Detention Center with no bond.
