Child Abuse Charges for Woman Who Beat 10-Year-Old

On April 18, at 5:14 p.m., Deputy M. Licausi responded to a residence in Great Mills, for a domestic disturbance.
While investigating the domestic disturbance, Deputy Licausi determined a 10-year-old victim had been physically abused by the suspect after observing several scratches and a lacerated lip on the child.
Contact was made with the suspect, Elizabeth D. Blackwell, 42 of Great Mills, who was extremely intoxicated. Blackwell was placed under arrest, charged with second-degree child abuse, second-degree assault and incarcerated in the Detention Center pending an appearance before the District Court Commissioner.
The case was forwarded to Child Protective Services for further follow up investigation.
