Teen, Friend Getting High Down at the Wharf

On April 4, at 5:28 a.m., Kimberly Michelle Dove, 23 of Mechanicsville and Allan Michael Joy, 18 of Leonardtown, were arrested by TFC M. Adams for possession of marijuana and CDS paraphernalia. 

TFC Adams was making a patrol check of Abell’s Wharf, south of Leonardtown when he observed a gray Dodge Neon facing the water.  Contact was made with both occupants, Joy and Dove.  TFC Adams detected the odor of burnt marijuana emitting from the vehicle.  Joy was found to be in possession of a cellophane baggie of marijuana.  A search incident to the arrest revealed a blue glass CDS smoking device under the passenger seat.  Both individuals were charged with possession of marijuana and CDS paraphernalia.  Dove was found to be in possession of prescription medications without proper documentation-Alprazolam a schedule IV CDS. 

Both were transported to the St. Mary’s County Detention Center where they were held pending a bond review with the District Court Commissioner.
