Sheriff Honors Award Winning Officers

Sheriff Timothy K. Cameron takes great pleasure in recognizing the following officers as Officer of the Quarter for the Third Quarter of 2008: Corporal Brian J. Connelly, Corporal Todd L. Fleenor and Correctional Officer Sergeant Donna L. Rustin. During this quarter Cpl. Connelly was tasked with finding suspect information for the numerous breaking and entering to motor vehicles, burglaries and thefts that had been occurring in District 2. He, along with the assistance of other officers, developed a suspect that had been tied to crimes in both Sandgates and the 7th District. Later, another suspect was developed who had been tied to numerous crimes in both Leonardtown and the 7th District. It was his leadership and contacts he developed in the community that greatly assisted in these investigations. Cpl. Connelly is a dedicated, enthusiastic officer that never complains about an assignment and volunteers to take on additional responsibilities. He is courteous and respectful to the citizens he serves and represents the Sheriff’s Office well. Cpl. Fleenor has always been a dependable and faithful public servant; however, during this quarter he has not only demonstrated the ability to perform his primary duty at an exemplary level but met many other collateral demands as well. Cpl. Fleenor and his late K9 partner, Yanic, recovered 17 pounds of marijuana during a recent narcotics operation and have 11 K9 apprehensions this quarter. Cpl. Fleenor is known and respected by members of every division of the Sheriff’s Office, especially Patrol. He is a constant presence and support to those on the front lines. Cpl. Fleenor was selected to attend an intensive 16-week K9 Instructor’s Course and is responsible for the development and implementation of a Sheriff’s Office basic handler’s course and curriculum. He has accepted this immense responsibility with courage and conviction which is a credit to his character and an example of the trust the Sheriff’s Office has in this extraordinary officer. Sgt. Rustin has been with the Corrections Division since Feb. 10, 1997. She has become one of the most respected members of the Correctional Staff. Sgt. Rustin is a true leader who is knowledgeable, but approachable, accessible and genuinely interested in the welfare of her subordinates. These characteristics were demonstrated when an employee requested her assistance on completing a frisk search on a female detainee that was brought into the Detention Center. She responded to Post II, performed the frisk search and while doing so she dislodged five pills that were hidden on the female. During this quarter, Sgt. Rustin was tasked with revising the Community Supervision Unit’s cover sheet for the Work Release Program and the Work Incentive Program to capture the inmate’s eligibility for the programs offered at the Detention Center. The mentioned are just a few of the reasons why Sgt. Rustin is an exemplary asset to the St. Mary’s County Sheriff’s Office. Sheriff Timothy K.
