Ivan Rodriquez, 38 of Lothian, was arrested and charged with possession of marijuana and drug paraphernalia. Two white owl blunt cigar tubes used to inhale controlled dangerous substances into the body were found on Rodriquez during a routine traffic stop on Sept. 30 at 7:55 p.m. by Dep. Roscoe Kreps. |
