After a ribald two weeks of beads, booze, parades, pomp and performance, New Orleans' population drops considerably and Bourbon Street and the French Quarter resume their normal hustle and bustle that is the heart of the city the other 351 days of the year. It's Fat Tuesday.

The first part of the Economic Stimulus and Recovery Plan deals with taxes. The package has tax breaks for families that send a child to college, purchase a new car, buy a first home or make the ones they own more energy efficient.
