Charles County Commissioners Meeting Update

LA PLATA, Md. - On Tuesday, Nov. 27, the current Board of Commissioners held its final meeting together. A new Board will be sworn into office next Tuesday, Dec. 4. At the meeting, County Administrator Michael D. Mallinoff, Esq., ICMA-CM presented an overview of the 2018 Annual Report, shared the county’s fiscal status, and provided an overview of accomplishments in the areas of education, health, public safety, and quality of life. Following the presentation, a video report highlighted important milestones that have been achieved in Charles County over the past year.

Approval Items

Commissioners approved the following agenda items:

  • A memorandum of understanding between Charles County and Health Partners, Inc. to operate a medical and dental clinic in the Nanjemoy Community Center.
  • The proposed site location for a new VanGO Operations and Maintenance Facility. It will be located on Piney Church Road on county property currently used as a vegetative recycling center.
  • A new Personnel Policy and Procedures Manual for Charles County Government employees, after Human Resources staff provided an overview of major updates to it.
  • A letter of support for the Charles County Health Department’s grant application to obtain funds from the Maryland Community Health Resource Commission. The funds would be used to develop promotional materials that highlight physical fitness options for families at Charles County parks, trails, and historical sites.

Commissioners approved the following budget transfer requests:

  • A budget transfer request of $125,000 within the water division budget to pay for well construction services for the St. Charles Well #16 Replacement project.
  • A budget transfer request of $38,860 within the Sheriff’s Office to eliminate two part-time positions and replace them with a new full-time, reduced hours position for a fleet maintenance supervisor.
  • A budget transfer request of $340,000 for maintenance and repairs to a stormwater management pond at Dr. Thomas L. Higdon Elementary School to be funded by the Watershed Protection and Restoration Enterprise Fund’s capital project budget.
  • A budget transfer request of $226,000 from within the capital project fund and a budget amendment of $226,000 to pay for additional construction costs at the new Billingsley Elementary School.

Open Session Briefings

  • Commissioner President Peter F. Murphy announced the appointment of Dr. Suzán C. Lowry, M.D., FAAP, as health officer for Charles County effective Monday, Dec. 3.
  • Commissioners received an update from the property owner about the feasibility of locating a culinary training program at the Bryans Road Shopping Center. Following the update, Commissioners voted to rescind the approval of a $100,000 scholarship fund for students, as the training program is not moving forward at this time.


  • Commissioners recognized the Department of Social Services’ 2018 Adoptive Parents of the Year, Sadiqq and Tashia Abdullah, who have been licensed foster parents since April 2015. View photos on Flickr.
  • Commissioners recognized County Government and Sheriff’s Office employees who earned top awards in the 2018 Truck Rodeo. Participants completed obstacle courses or challenges in a variety of categories, including pickup, stake body/crew cab with trailer, six-wheel, skid loader, and heavy equipment. Specialized employees completed courses with emergency and police vehicles. The overall division winner was awarded to Public Facilities. View photos on Flickr.
  • Commissioners honored county employees who achieved milestones in Years of Service and welcomed new employees to County Government.
